Building a mobile-friendly theme is a task that I recommend that you outsource to a low wage country. There are plenty of skilled bootstrap coders in India, Romania, and other low wage countries. Hiring one of them allows you to get the theme built at a fraction of the cost that you would pay hiring a local developer. There are some tasks that are always more suitable for freelances and some task that are best left to local talent. This is one task that is best outsource abroad.

Make sure that you write a detailed brief and provide examples or illustrations so that the developer knows exactly what you want to achieve. Good instructions improve the quality of the work. You can not expect the freelancer to do any work you did not include in the brief. Not without extra pay.
